After you have 1 character that has unlocked the second sublcass, any new character created has both subclasses unlocked at lvl 1.

Once you reach level 15 on any character on your account, all subclasses are unlocked for all your characters.

If any of your characters are above 15, then all of your characters can choose from the second subclass
