No he is saying that if you are enjoying yourself, it's waist time. I'm assuming he means you should wiggle your hips and twerk it, because that's waist time. That's what you do during waist time.

Well, technically speaking just because you are enjoying yourself doen't mean you aren't wasting otherwise productive time, but I agree with the sentiment.
