Yeah that has almost no range, only two step back step and you are safe, blade dancer travels twice that distance with 1 arc blade slash and boy do the spam it

You're grossly downplaying fist of havoc. It has decent range.

The distance the wave travels is less than 1 arc blade swing, that's why no one uses it, it's even hard to use on pve since it hard to hit with it, it would be a thousand times better if it had a cone shape instead of a thin short line.
