Lets say Bungie wanted people to get a Legendary item through random drops roughly 1% of the time and this is a set-in-stone goal.
If the previous system gave you (for example) a Legendary Engram 10% of the time an Engram dropped and then one in ten of those Legendary Engrams turned into a Legendary item; you would only get a Legendary item, through drops, roughly 1% of the time (keeping up with our fictional standard). With the new system, where [i]ten[/i] out of ten Legendary Engrams must turn into a Legendary item, the only way to maintain a 1% acquisition rate of Legendary items is to make Legendary Engrams drop only 1% of the time.
