Okay, so I have Titan at lvl 20.5 and I have all my armor from head to chest to feet blue type. I need to only have say my chest armour blue?

All your armor should be purple (tier) before you start spending your resources on it. This is mostly for PvE though. Mostly.

You can reach level 24.5 without any legendary gear. Just look for better light blue gear that is level 20 blue gear. Blues come in all levels and lights.

Yeah, I have all Knight light blue armor, just not at that level. How do you check the light status of armor?

It will say it when you hover over the armor piece.

Now you should be doing hard strikes to get BETTER blue gear that gives you more light and at the same time, getting you Vanguard Marks what will get you legendary gear down the road.
