Went to the Mothyards in Russia at 7:30 and no events happened. Unsure what's going on with that.

Those times are the approximate range of times the events can start. If it says X:15 - X:30, the event can start anytime during those 15 minutes in the specified location, stick around a bit and theyll usually start.

some of them are wrong though. The moon ones dont come up at them times for me.
