At the current moment you are unable to craft weapons and armor. Bungie wanted the player to be more focused on obtaining Weapons and Armor through drops other than creating it. Although the materials you scavenge throughout the game are used to upgrade the Weapons and Armor. Although i do think it would be cool if you where able to make some weapons and armor, hopefully they may add this in a future update. :)
