Use of Weapons
Change of Heart
I've met the requirements of all of them but still no achievements

I have the same problem with Lucky 7s and Decryptologist. But I unlocked Change of Heart and Use of Weapons in a strange way: I was playing in the Crucible and the game kicked me off to the main menu, I selected my character and when I came back in the orbit after that the two achievements popped up. It seemed like there was a reset of the game or the connection to the server I think. I don't know if this could be useful
