Noob question, bear with me.
When you decrypt a blue engram it doesn't necessarily means that you'll get a blue (rare) item?
It just happened to me, and I was wondering if that's a bug or normal behavior.

It's like that so you'll have to play as a diff class to use it...

Edited by SMOKESRAIN: 9/12/2014 3:18:40 AMBlue engrams could give you either uncommon gear (green) or rare gear (blue), so yeah it's totally normal. Oops forgot, also legendary gear (purple) as well.

Or legendary too. But the legendary items you get from blue engrams have a chance to be for a different class.
