Not a *scam*...because they are giving you what you've paid for.
But their service is WAAAAYYYY over-priced.
It's in its beta phase, so Sony is just knocking around trying to see "what the market will bear" (what people are willing to pay). They are trying to see if they can get people to pay the same sort of money they would if they went to a store and rented the actual disc. But that model is obsolete. PSN will lose money until it figures out that their price structure needs to be a monthly subscription fee that gives you unlimited access to the entire library. Sort of like Pandora, Netflix or Hulu.
I certainly won't have any interest in using it until its price structure changes.
