These were the producers of the animated series: Alan Burnett Paul Dini Eric Radomski Bruce Timm Any one or all of these four people probably had a hand in the show's animation. Radomski in particular is responsible for the artstyle. They also had a hand in that incarnation of the Joker.

It's absolutely Cesar Romano and anyone who doesn't think so isn't a true bat-fan! Heath was awesome! Mark does a great voice (but he's always going to be luke) and Jack is just Jack so for the best joker I got to go with the OG and that's that!
