Let's put it this way: ISIS has been fighting the Assad regime, Syrian rebels, and Syrian Kurds and have still been able to make gains inside Syria. Then in Iraq, while they have been stopped from advancing, are still fighting the Iraqi government, Iranian backed Shia militias and are facing US airstrikes...
The cartels are organized crime groups who face the Mexican military...

Not in military conflict like what ISIS has been in. Most people here seem to be thinking of ISIS (and other groups like them, such as AQ) as mere terrorist groups operating in cells. They are more than that. ISIS operates more like an army in Syria and Iraq, not cells. They are fighting both a conventional and unconventional war in both Syria and Iraq. The cartels aren't really fighting a war in Mexico, it's more of very small-scale asymmetrical warfare if anything. They are criminal organizations at heart and while some cartels do have former military in their ranks, they do not have the combat record of ISIS.

Also drug cartels don't care if people know they exist, they just want their money. ISIS wants people to know them and they are far more influential which makes them even more dangerous
