I am pretty much against prox chat. But, if they were to add it, it needs to be off by default. They already have a decent chat system in the game as it stands.

Inviting a player to your fireteam or joining theirs

What chat system? Fire team only? and you have to randomly invite some one or use your xbox/ps system chat to send them a message which takes even longer. Not a good chat system.

And if you don't like it, you can shut it off and keep your friends "fire team" chat on
