Somehow I think that when the expansions come out they will be a [i]bit [/i] more than 9 megs considering they have said they will be including a strike and stuff, just a thought

It's possible that the DLC's are included in the 17.9GB game install and just "unlocked" or "opened" via the 9.5MB files. I have seen other games use similar methods.

It's probably just downloading a placeholder on your xbox so you won't get charged again later.
