I'm going to take anything related to server launches from 3rd parties with a grain of salt. Bungie really needs to put out an offical response.

That is inaccurate. Only NA PSN states 12:00 PDT, the worldwide PSN state 12:00 local time. Likely this is just a place holder until they too are given actual confirmation from Bungie.
