I think the idea of buying engrams and having a chance for them to be exotic/legendary should be locked until level 20, or at least until your cryptarch is rank 10 or something.
That way it gives level 20's a reason to dump glimmer somewhere usefull.

Thats true, but chances are if youve got a level 15 cryptarch youre gonna get a really good item quickly. They could fix this by not giving the cryptarch a level system, just keep it really random. With white/green gear having a 94% chance to appear, blue 4%, purple 1.5% and orange 0.5%. I just think having better loot drop with a higher cryptarch rank encourages farming/grinding, and knowing bungie, they will put in some retarded glimmer cap to stop people farming.
