Curious to know why you are against including a feature that would not be of any trouble to you if you wanted to disable it, which would, of course, either be an option in the settings or the button to activate it would be the one to allow you to hear others. These are the things I hope would come with it.
Ah, so you aren't actually opposed to having it, cool.
You do realize the options you listed are severily limited, right? Either use the game's method of choice and have a maximum of 2 people to talk to or go through the hassle to make a party outside the game to chat with a random stranger for a little while.
Tell me, would you even accept the Fireteam invite of a random dude? You are basically under their rule if you do, forced to follow them wherever they go.
So yeah, the options are not even good enough to be mentioned when talking about communication options.
Probably not, regardless if I have to follow them or not. I don't really accept friend requests from people I meet through games either. Video games are my "me" time. When you're married, have kids, and socialize all day for work, its nice to get on the console and play some games by yourself, and not hear some dingleberry 12 year old trying to give orders or swearing, or hearing someone's rap "music." Or Mom yelling in the background about homework. So I am not opposed to it being an option, I am just opposed to it being forced on me.
