The fancy chest armour from trailers and such, I would imagen thats quite end game armour, close to lvl 20

Maybe but I can equip all the other parts of the armor and have tried over and over to get the chest but just can't get it from engrams or the strike or anything

Consider a lvl 2 armor piece and a lvl 8 armor piece can share names I doubt you have exactly the same armour as you think ya do.
