In response to your second paragraph, holy crap that is a terrible flaw.
There is a visual timer complete with how many times the perk has been stacked for chain of woe, but I don't know about outlaw. If you're not seeing it there is a bug.

relogged and it seemed to fix the issue but outlaw still has no timer which would be nice
