Right now the hand cannon is under powered but sniper rifles are kick ass in PVP at least they get me and my AR when I am using one a lot for a good single shot weapon in the primary slot you would want a scout rifle as they are currently better in just about every way then the hand cannon.

I agree I think the hand cannon is broken in pvp especially when compared to the scout rifle
