The enemies in halo4 aren't with the covenant or the sangheili forces. A truce was called between humans and the covenant.

I confused myself. The Covenant in Halo 4 are the Covenant Remnant. The Covenant Separatists are the ones who sided with Thel in Halo 3 There are no "Sangheili Separatists".
