Okay so bungie is going to treat this as a full product launch. So I have no doubt in my mind that there will be no beta specific cap, just the actual level cap for the game.

No I don't think I will be unlimited. I have a strong feeling that with many thing being centered around the level 20 that will be the level cap base. But in addition to that you have light which also increases your level. So what you'll be leveling up is just the base level.
