For the life of me I can't figure out why on this "new gen" consoles its still not possible to have a feature on the console itself where you can map the controller's buttons to your heart's content.

It's developers. Counter Strike GO on 360 has custom mapping.

I'm talking about the console itself so it can be used across games. Games would just use the console's SDK to tell it what functions exist for that particular game and we'd map that to whatever buttons we wanted.
