That's definitely what it seems like but I feel like it will be left for interpretation in the end. I saw in an interview, that he intended for the Mother appearing before Davos in the beginning of A Storm of Swords to be the supposed evidence for the Faith.

In the beginning when he was stranded on the rock, she tells Davos he needs to kill Melisandre. I think most people assumed it was just a hallucination.
