that being the problem with foreign wars. you have to repair damages to infrastructure you caused to ensure the effect you wanted from going to war happens in the first place. WW1 waws a good example of this. the original US plan would have helped the devastated wolrd economiess but the other allies wanted more so to punish germany economically, thus directly leading to World War 2 because of the crash in the german economy. if they had enacted charlie wilson's $2B plan for schools, etc. in afghanstan in the 1980s(the US helped them rebel against russia successfully), they probably wouldn't have had to go there in the first place to fight a war in 2003.
