Is it timed? I thought the developers haven't decided if they wanted it to be exclusive or multi-platform.

It is widely considered to be a timed-exclusive, although Phil Spencer has been talking with them, Xbox HQ is in the same town as them, in fact, i live less than 15 minutes away from them
