Isn't there something like Vanguard reputation in the game? Unless the Vanguards are considered a faction, I thought the cards might boost that--as a sort of notoriety counter. Although, to be perfectly honest, I like your idea better. That would be much more interesting. And those codes--can everyone can redeem those? I tried entering the Hunter one for kicks and it seemed to work.
