How did you customize you cloak, like color and etc, also what level did you get the full cloak instead of just the cape

You can customize the color of your armor by using a shader. You can purchase shaders from Faction vendors to color your armor. I think the first clock that can go down to your feet is around Level 10 or 11.

Do you have to by shaders for each piece of clothing?

Cloaks are reward and loot items, you upgrade as you progress to better cloaks.
