What do you want exactly? A hunting gun? A Target gun?

That is really helpful to know to send you on the right path.
As for your budget? Things are kinda close price wise. I mean, there are some budget durr rifles out there for 300 to upper 400, but they're budget for a reason. There is some quality mil-surp out there. A Mauser or an Enfield would be great rifles to have, accurate too.
Now if we are talking about Semi-auto. There is the SKS, but those are starting to get pretty pricey unfortunately. Low end AKs. You definitely won't get an AR. Maybe a lower and all the lower parts, but not a barreled upper. Auto-loading durr rifles are out of the question price wise too.
You could join the CMP, assuming you're 'Merican, and then get yourself an M1 Garand for 600 dollars.
Very few quality rifles fall under 500 dollars. If you want a Shotgun, or a Pistol then you have all sorts of choices. Rifles? Not much besides mil-surp and budget hunting rifles.

TBH, a bolt action will do me just fine if it is my price range and fits all the requirements. I know my budget is tight, so I was wondering if I could get any good steals, but I could always save up some more because I don't need a rifle right now. I think that saving up is my best course of action, really.

If you really just want a target gun, just get a Mosin, a Mauser, or a Enfield. They're all cheap, and generally more accurate than you can shoot. Out of all of those, the Mosin is the cheapest and you can take the rest of your money and buy ammo or save up for a semi-auto. Be warned. Mosin Nagants are not particularly pretty, nor accurate, nor good. But they'll work no matter what you throw at them. I use mine to ping a steel plate at 200 yards standing. Plate is maybe 4 feet across. If you want to struggle with finding surplus ammo, get an Enfield or Mauser. They are overall better rifles though.

or for new production IIRC, Savage Axis with accu-trigger is is in his range. there is also the rem 783 which is match version of the 700 combined with the widely hated/discontinued 770.

I've rarely seen '03s for anything less than 600. As much as I dig them, they are a bit pricey for his budget.

True enough, in the $500 range, either the seller is motivated or the arm has had some serious use/abuse.
