Exactly. Very similar to the Winter Soldier (except he was only supposed to kill Steve, not replace him).

I pretty much said that the pose the new spartan was in reminded me of the winter soldier and then speculated him eventually taking Chief's place and possibly being the main character post Halo 6 or part of a spin off series like odst.

I think there will be a few more games before the Chief is finished. We have to finish his Saga afterall.

It's the reclaimer saga, and he's the reclaimer though, seems only fitting he will star in them all

Reclaimer is a term used for anyone who activated a Halo Ring. A reclaimer has to be Human or Forerunner (as far as we know). Technically speaking, John isn't the only possible Reclaimer.

It actually pretty complicated. We don't fully understand what makes one a Reclaimer. The reason why is that John, Johnson, Miranda Keys, and a few others can all activate the Halo rings since they are Humans, but a whole bunch of Marines were forced to try by Elites and they couldn't do it. I think that only those with either a certain bloodline/DNA sequence or strength of will can do it.

It'd be interesting if there were story DLC's like ODST to introduce or give more back story with the new Spartan.

That would be great. That would a very good use of DLC for the Halo series in relation to story.
