For example, like taking sides and then supporting them in a more vocal and direct way rather than from the sidelines filled with speculation from either side.

Probably meaning boots on the ground. With full combat readiness.

If this is what he meant, then not overtly. If he meant a more active role with possible small contingents of covert military advisers on the ground, then yes.
