Looks JUST like my cat did when it was younger. And 2 months old is very young for litter box trained. So I wouldn't be surprised if they lied. Every 40 minutes or so, put the kitten in the litter box. Physically drop her in there. If she gets out, put her back. Do that several times hoping she will pee. Even if she pees once in the litter box, that doesn't mean you have succeeded. Do that for several weeks, until she constantly goes to the litter box to use the bathroom herself.
Does she sleep in a cage at night right now, since she is so young?

We still have the cardboard boxes they gave us for the trip home. Would that do for now? And we only give him water and dry food. I gave my brothers cat shredded turkey and tuna because he said that's what his cat eats, but I'm sot sure if that's okay for a new kitten (plus it's expensive).

Get a plastic plate, and put litter in it and put it in the box with the cat. So she can still use the bathroom at night, and will hopefully learn to use the litter. And why does your brother do that? I would never feed my cat human food. Not only is it usually very bad, and can make them gain weight, but they will also end up not liking cat food as much. And may not eat it. I would just stick with regular hard bag kitten food and water. Make sure it is kitten food, because it is different then regular cat food.

His cat is a fat ass that only eats turkey, and it drives my brother crazy cause he goes through about a pound a day, and a pound of turkey in Manhattan isn't cheap. Also, all we have for right now is adult cat food, we're probably gonna pick up other food for him later but that's just what the animal shelter gave us, is he going to be okay for the time being? And when I litter box train him, I just pick him up and drop him into the box a few inches above it? If he walks out I immediately put him back in?

And yes regular cat food will be fine right now. But I would pick up kitten food when you can. It has more nutrients that the kitten will need to grow. But no extreme hurry to get it. And yes, just pick the kitten up every 30-an hour and put her in the litter box. If she gets out without using the bathroom put him back in. Do this several times when you take him to the litter box.
