You would need to ban unique numbers that can't be changed. IP addresses aren't that. You can very easily request a new IP from your ISP.

  • Not to mention that the vast majority of people have a dynamic IP, meaning that simply resetting your modem will give you a completely fresh IP address.

    Yup, it was simply easier to explain that an IP address is far from static. Hell, the IP addresses for your devices inside your home's network are probably all changing all the time too because those are using DHCP as well.
