I think you get a dragon egg from the dragon shrine then go and talk to the merchant in the iron keep and he'll let you join.

Go to the dragon shrine, collect the petrified egg. Then, proceed to the iron keep, talk to the explorer merchant, give him the egg then you're in. To get the armour: you have to put your dragon eye down and kill people, then offer it to that same merchant.
