Fallout 3 is at least an urban environment. I stopped playing New Vegas because I got bored of seeing desert everywhere I went. There's nothing really captivating or engaging about the landscape IMO.

Additionally, the setting of fallout 3 is more interesting IMO because: 1. The landscape is vertical 2. Exploring ruins of a civilization are more interesting that walking in a desert with a few scattered houses and one small city. Of course, deserts can be amazing in video games if done right. Examples being: Journey, Halo 3, Uncharted 3, Shadow of Colossus. All of which combine ambient noise, mystery, and interesting geography.
