Could it be possible that High Charity used a portal at one of the rings or a shield world? The portal at the Ark is big enough for the rings to go through so they can get to their destination. Since High charity was at a ring, Gravemind could of got the coordinates from the ring since it was sent from the Arc thousands of years ago and gone to the nearest Shield world and opened a portal. Also he might of been able to activate a portal from the ruined Installation 04 since there is probably a protocol in place that would allow for a ring to be sent back to the Ark for bigger repairs. Though obviously installation 04 was destroyed beyond repair thus the reason a new one being built, but the Gravemind could of override the protocol to open a portal.
Also if I remember correctly from one of the Halo books they brought some of the rings inside one of the big shield worlds to show them but a battle broke out so they raced to send them back out. Something along those lines. it was an audio book that i listened to a while ago but i remember something along those lines.
It's possible that Gravemind changed course instead of going to earth and headed to a shield world that was closer but sent a flood occupied covenant cruiser to earth as a backup plan or in hopes to help stop them before they went through the portal and also build up a stronger army.

No. Towards the end of the Forerunner-Flood War, only Lifeworker ships were given access to the portal networks with their key ships to transport lifeforms for the conservation measure. As the end closed in, most of the portal networks were shut down, especially to ones leading to key installations in the conservation measure. The Librarian's final order was for a Gargantua-Class Transport to be reconstituted into a portal generator on Earth that lead to the lesser Ark for the purpose of accelerating our speed towards the Mantle. Additionally, I'd assume the portal generated by the Ark was one way.

What if Mendicant Bias made it so other ships could use the portals so the Gravemind could get through (assuming Mendicant was still in favor of the flood.) Many years ago he was put in control of the Flood fleet and has the ability to control a wide variety of systems as seen in the attack on the capital. When the keyship made it through the portal at Voi with his fragment on board he reconnected with the rest of himself on the Ark which could certainly give him the control to open portals at other places allowing High Charity to head to the Ark. So basically couldn't it be possible that Mendicant Bias is the link in all of this discussion that allows for High Charity to reach The Ark?

Mendicant Bias stopped serving the Flood after his processes were locked onto atonement. Which is almost immediately after the array was fired. But I'm being serious when I say this. The portal generator at Earth is the only one that is connected to the lesser Ark in the entire galaxy.

Yeah I guess looking at the terminals that makes sense now, I thought that the fragment on the keyship would of still wanted to help the Flood in some way
