And PS Now (formerly Gaikai) will most definitely be up and running (it's already in closed beta, estimated release is Q2-Q3 2014) before 360 emulation for the Xbone.
That's why I said "might". No one can tell what the markets are going to do or how they will perform with absolute certainty. At the least, it'll beef up sales.
What would be a telling mark: If the 360 emulator were free (not likely though). PS Now is going to be another charge per month on top of PS+, Sony's already said so. If MS offers this for free, that could make some waves.
Either way, both companies realized that alienating the older Gen by having no backwards compatibility was... probably not a wise bet, but understandable considering both want to move the industry to a much more digital future. But either/both having an emulator that could be downloaded at launch would have been the best option.
We'll have to see what happens when both launch, and see how consumers react.

The 360 emulated games are obviously going to have a price tag too.
