I thought halo 4 was fine. The multiplayer was pretty bad I gotta say. But I loved the single player and spartan ops wasn't bad. The cutscenes in spartan ops were awesome. I don't see why people hate on it so much. I don't like multiplayer so I don't play it. But I don't go around moaning about it on every forum. The rest of the game was good.

But they were rebel elites if you read the books, maybe they couldn't get hold of any or very many shields. Maybe they had to make do with what they had.

There isn't any book that covers Halo 4 directly and they had shields in the game. I understand gameplay, but there isn't any reason for them not to have personal energy shields.

There is a book about jul mdama and how he became the leader of those rebels that we see in halo 4. It explains what happened to him and eventually him rallying other rebels. So they could have been limited on equipment the same as all other races that were in the covenant.

Thats the kilo 5 trilogy. Nothing in those novels explains why the Elites wouldn't have personal shielding on manufactured armors. Ships not having shields is understandable, not armor.
