It makes perfect sense and it's a good design choice. Why does it piss you off?

I don't understand why not Beale to where it when in Campaign. It's fair to not have all of it on in PVP but I would like it on in PvE.

It forces players to experiment with new gear permutations and change their playstyles accordingly. This keeps the game fresh and increases longevity.
