It varies from each state. In Colorado I had to take a written test to get my permit at 16, then at 18 I took an actual driving test to get my driver's license. With a permit you can drive only if you have someone with a license in the passenger seat.

Edited by RIP delta: 3/14/2014 7:08:20 AMOh, similar to our (UK) Provisional Drivers Licence where you can only drive with someone in the car who is above 21 and has had a licence for 3+ years. Can't remember a test though, think it was just 'apply'. You do need L Plates and aren't allowed on the Motorway though.
