But it still won't be as good as the E3 demo its kinda like turning up an older game to max settings it still won't look as good as the sequels even on consoles.

Except that they showed gameplay footage of the game at E3. Meaning that they already built the game based off of those graphics. Sure if they had too much a high expectation for the next-gen consoles they'll have to be downscaled but if there's no options to set the game to that standard on PC, then that's false advertising.

Well I think its already false advertising considering it was premiered at a xbox press conference.

I don't. They didn't know that they would absolutely have to downgrade it at the time, or so they say. Really it was a last minute ditch-call. Sure it may have been to save face at E3 but at least it's got PC gamers licking their lips... Although yeah the other ports will be shit.

Except that Watchdogs on PC supports 4K and most PCs can't run 4K

No, but it's a part of max settings. There's also things like ambient occlusion and anisotropic filtering, etc.
