The answer is she isn't, it'd also be a good idea to not listen to any of the negative things 343i puts into stuff like Spartan Ops or other story materials either as none of it is accurate in the least. They go out of their way to try and derail Halsey's character and make her look like she's worse than Hitler. Do your own research into what was written about Halsey before 343i took over and take everything that comes from 343i's take on the lore with a grain of salt.
What? I was rooting for her in Spartan Ops, I thought it presented her as rather sympathetic. I thought all the Halsey hate was just to show how the [i]other characters[/i] thought she was worse than Hitler thanks to ONI (repeatedly shown to be a villainous organization).

Except for the part where Halsey is [i]constantly[/i] made out to be the figure of sympathy in Spartan Ops' narrative. It's the characters around her, those with limited-to-no knowledge about her whatsoever, who see her as the "dragon lady" because [i]they do not know the whole story about her, just what has been publicly released to scapegoat her[/i]. The other primary characters that we're made to sympathise with, Thorne and Lasky, are openly curious about learning more about Halsey and giving her a chance - to the extent that Lasky defies orders from Osman to have her executed, further casting ONI in a negative light in the narrative over Halsey who is portrayed positively.
There is never a point in Spartan Ops where we're made to dislike Halsey or see her in a negative light, she is working to advance humanity and understand the deeper workings of things going on in the universe - the same aim that the player has, this is obstructed by unsympathetic characters like Palmer who impede this process which [i]does not make us like them[/i]. Halsey is specifically chosen by the Librarian to handle the biggest game-changer for humanity in history, the Janus Key which will propel humanity's ascendance to the Mantle - the ultimate thematic goal of the Reclaimer Saga.
Yes, there is negativity towards Halsey from other characters, but you seem to just actively ignore the fact that we are neither made to like these characters nor see them in any kind of positive light, whereas [u]Halsey is constantly a figure of sympathy and the person we're made to root for over the course of the narrative[/u].

honestly, i have mixed feelings about the entire ordeal. on one hand you have reed's little shenanigans on the waypoint bulletin which make me wonder what the hell he's smoking. on the other hand, i was always rooting for halsey in spartan ops, even with the "demonized" portrayal she had from other characters. it actually seems like the portrayal 343 is going for is one where halsey is only seen in a sympathetic light by her closest peers [and they are right for doing so]. i want to see how it meshes with chief's character arc [i]a lot.[/i]

It seems like they're making her into a VERY interesting anti-hero, and I love it so far. She kidnapped 300 kids, she can't really be a hero at this point. I know I shouldn't condone what she does but find myself loving that she does it. These make for some of the strongest and funnest characters in fiction.
She created the SPARTANs to stop the URF. If word had got out about what they had done to 6 year olds to stop Human enemies, it would have looked extremely bad. The only reason this didn't happen is because of the Covenant and how ONI portrayed them as heroes capable of slaughtering entire armies of aliens.
