Its a loss in the sense that if someone challenges you to a race that you can't be bothered to run is a loss. They might view it as a win for themselves but you really don't care.

Maybe sfter a long and expensive fight. The revolutionaries would have made it hell, and the English would loose more than was worth it. The revolutionaries new this, which is why the English backed off.
