Isn't everyone in 40k OP the point where questions like this don't even need to be asked?

Not really. It's mainly the entire factions that are ridiculously powerful. The individual units are fairly reasonable...within their own setting, anyway. Still, just one Space Marine is equal to several Spartans, so I wonder what Master Chief did to OP.
