I would rather have a drop from 60 FPS to 40 FPS than a cap of 30 FPS to 18-20 FPS.
The PS4 version is superior.

Xbox One is capped at 30 and only had a drop to 24 fps.

It's still better to have a cap of 60 which drops to 32 than a cap of 30 which gets even lower. Even with the drop to 32 it's still ends up looking better than the drop to 24. The PS4 version is still better.

18fps they ended up saying in the article. plus its only having noticeable stutter during the select few scenes because its going from super smooth to Xbox one smooth level which is noticeable because now you realize how smooth the game actually is in other situations. The variable controller latency is not the best but still at no point is it lower then the Xbox ones response time and with an average in the 50s the average controller latency will be quite a bit lower for PS4.

Maybe so, but a drop from 60fps to mid-30fps is better than dropping below 30fps like the Xbone version does. The PS4 version is objectively superior.
