I received it for being a ninja. I used one of the shoulders. I also completed the vidmasters because it was a fun thing to do with friends.

All I did was go on the mission Cortana and I found a flaming skull and I picked it up and where the objectives appear while playing a mission it said: Recon Armor Unlocked
