Belgian Master's in Law student here.
I personally approve of this proposal and believe that it will be made into law soon. As this proposal of law is subject to the optional bi-chamber procedure, it has been approved by the Senate and is now currently being treated by the Chamber of Representatives, which has the final say in the procedure.

Don't judge too soon :P Although, to be fair... It's not an unfair assumption that most of the denizens of #Offtopic aren't interested in Belgian Law. I am though :D I have good friends in Belgium and it seems like a nice place.

From my very limited view of the 3 people I know from belgium :D They are all very nice people, one of them can be a little bit of a dick but every country has those :P
