Would be much easier to get rid of coal and plant some trees.

Trains would be able to carry more while burning less, truckers could pick up the train shipping trade, it would be safer, and transportation would cost less. And if they used localized generators, they could make them bullet trains, which would allow crazy delivery times. Most of our carbon eating goodies are in the ocean, not in the forests. Use Coal, less need for oil, less spills, healthier ocean, better climate.

At great expense, you can trap some carbon emissions from coal burning. You aren't burning it any cleaner, just trying to trap the CO2 underground. Even in the US, where we do have exhaustive coal emissions scrubbing, coal still accounts for 25% of our CO2 emissions. But the real problem with coal is that developing nations still just shovel it into furnaces with no pollution controls whatsoever. China's perpetual smokescreen is the result of a few billion people burning coal for all their energy needs. Coal power, worldwide, is a massive source of atmospheric CO2.
