I read in gameinformer that there will be except it's called focus and there are 3 "trees". I also believe that u can max 2 of the 3 so u won't have to un-learn a whole tree then learn another like in WOW and if I remember correctly your armour has a skill tree of its own, like raise head shot resistance or accuracy, or something like that.
