Is there any advice on getting reasonably ripped without heavy lifting/bulking?

No it doesn't. Sprinting for 30 seconds then resting a minute several times is considered HIIT. He doesn't want muscle growth.

Ever taken a chemistry class? You can't magically add mass to something without taking that mass from somewhere else..... in the case of adding mass to your muscles, you need to take that mass from somewhere else... such as your dinner plate.
